01327 3022531 07 October 2008 Dear Residents ENVIRONMENTAL PROTECTION ACT 1990 DOGS (FOULING OF LAND) ACT 1996 It has been brought to my attention that the pavements and grass verges in Woodford Halse particularly School Street are being used by an increasing number of dog walkers that are allowing their dogs to foul and are not clearing up their dog’s faeces. Not only is this against the law but it is also an unpleasant nuisance and health hazard with children being more at risk. Dog faeces can contain the eggs of the roundworm “Toxocara” which can cause blindness. I therefore wish to inform all dog owners and dog walkers that under the Council’s (Fouling of Land) Act 1996 it is an offence for any person in charge of a dog, which defecates on designated land, to fail, without reasonable excuse to remove any resulting faeces from the land. If you are caught allowing your dog to foul and you fail to clear up after it, the Local Authority could issue an on the spot fine of £50.00, and if taken to Court £1,000 on summary conviction. I would ask residents to be extra vigilant and if you spot someone allowing their dog to foul and not clearing up after their dog, to report them to me. If you know someone that persistently commits this offence, please do not be afraid to name and shame by contacting me on the above number, your complaints will be kept confidential.
