Minutes Of The Woodford-Cum-Membris Parish Council Meeting Held On

13 October 2009 In The Memorial Hall, Woodford Halse Starting At 19.00 Hrs.

Present

P. Bainbridge, Ms. S. Barrett, K. Cochrane, Mrs. K. Coles, Mrs. R. Davison, C. Farr, Mrs. H. Glanville,

Mrs. H. Gowney-Hedges, Ms. J. Irani, H. Quilter-Pinner, Mrs. B. Rogers [Chairman]

and Dr. B. Timmins. Ten members of the public including D. Griffin [District Councillor].

C133/09 Apologies

Apologies were received and accepted from: E. Martin and T. Rigby. Council also received apologies from Mrs S. G. Ogden OBE [County Councillor].

C134/09 Members’ Declarations Of Interest

Council received none.

C135/09 Minutes Of The Last Meeting

Council approved the minutes of its meeting of 08 September 2009 and there were no matters arising.

C136/09 Blue Folder

Members noted the items of general information in the Blue Folder. No issues were raised.

C137/09 Woodford Halse Library

The Chairman was pleased to welcome Mark Rowntree of the Northamptonshire County Council [“NCC”] Library Service, who reported on the scheme provided via the NCC Empowering Councillors & Community Fund delivering forty five one-to-one, free training sessions to customers within twelve months at Woodford Halse Library on (1) Beginner basic computer skills, (2) Beginner Internet & email skills, (3) Introduction to family history and (4) Assistance in CV writing:

  • On Tuesday 31 March 2009 when this project was launched there were only 6 places unclaimed.
  • The West Area Team of Librarians managed the waiting list & bookings and was assisted by the Woodford Halse Library staff.
  • All members of the West Area Team delivered the training sessions.
  • Such was the demand for the sessions that within six weeks the project was complete, the last being delivered on 23 September 2009.
  • We and our partners, Woodford Halse Photographic Archive, are ready to develop this project further, both at Woodford Halse Library and in the nearby villages.
  • In submitting another bid, for £2,970, the Library Service can work towards satisfying the need for these training sessions in and around Woodford Halse.
  • One customer’s comment sums up the benefit of these free one-to-one training sessions “... this course [Basic computer skills for beginners] has been extremely helpful to me and opened up more opportunities for me to experiment on the computer. Thank you ...”

Council approved this report and supported the scheme.

C138/09 Public Session

Mrs. J. Cheshire and Mrs. C. Kirkham sought Council’s support for the annual Christmas street fayre. The Chairman confirmed this matter would be considered at Council’s November 2009 meeting.

C139/09 Virginia Cottage, 32 Hinton Road

Council was asked for its view on whether the strip of highway land fronting N0 32 between pavement & garden, and enclosed within the property should be “stopped up”.

Melvin Harvey [neighbour] and Philip Radford [for current occupier] explained their positions.

Mr. Harvey’s main concern was highway visibility when exiting his drive fearing it could be seriously impaired should a hedge [e.g. leylandii] be grown on the land in the future. [This eventuality would be a matter for consideration when/if it arose being not real at present.]

There was concern that as a general principle persons should not be permitted to enclose land that does not belong to them.

The responsible County Highways officer had advised that his Authority has no objection to the fence remaining as long as the highway rights over the encroached land are removed, termed “stopping -up”.

Council resolved that on the facts of this case, as the fence had been in situ for many years & the Highway Authority has no difficulty it would not object to an application for stopping-up this land.

C140/09 Planning Committee Meeting

Council accepted a report [as in the Committee’s minute book page 288] on its planning committee meeting of 22 September 2009.

C141/09 Planning Committee Appointment

Council appointed a planning committee comprising: P. Bainbridge, Ms. S. Barrett, C. Farr,

Mrs. H. Glanville, Mrs. H. Gowney-Hedges, Ms. J. Irani, E. Martin, T. Rigby and Mrs. B. Rogers.

C142/09 Bungalow Farm, West Farndon

Council supported a Planning Application dated 23 September 2009 for a replacement dwelling.

C143/09 Woodford Halse Pathfinder Group

Council accepted a report [as in the meeting’s minutes] on the Group’s meeting of 03 September 2009.

C144/09 Village Centre - Learning Hub

NCC has selected sixteen quotations from the many received for the feasibility study into the conversion of the old doctors’ surgery. The Chairman and Mr. Quilter-Pinner will further sift those selected and report to Council in November or December 2009.

C145/09 Christmas Street Lights

Former Parish Councillor Mrs. M. Smith had made the arrangements in previous years. Mrs. Gowney-Hedges said she would be willing to help this year.

C146/09 Receipts And Payments

Council noted receipts and authorised payments.

There being no further business the meeting was closed at 19.55 hrs.
