C152/09 The North Pole in Woodford Halse
On a request from Mrs. J. Cheshire and Mrs. C. Kirkham [the organisers], Council resolved to make a grant [maximum £160.00] sufficient to cover public liability insurance for the Christmas street fair.

C154/09 Christmas Tree Recycling
The Chairman thanked Mr. Bainbridge for liaising with Daventry District Council’s real Christmas tree collection service for January 2010.
C155/09 Police Community Support Officer Annual Report
This item was deferred until Council’s December 2009 meeting when Police representatives will be present.
C156/09 Sarafield/Byfield Road Sports Field
Mr. Rigby brought the following issues to Council’s attention, following recent discussions between, himself, the Clerk and Mr. A. Worrall [Chairman of Woodford United Football Club]. Means of progress given in parenthesis:
§ Approach Road. The access surface is again badly degraded. [Mr. Bainbridge is currently in touch with reputable contractors.]
§ Dog fouling. Dog owners are failing to clean up playing areas, leaving sports people an unnecessarily unpleasant and dangerous environment for their activities. The field is sufficiently large for the exercising of dogs but dog owners should act with full regard for everyone using the field by applying control and cleanliness over their animals. [The Clerk to investigate the purchase of one or two dog waste bins for siting within the Sarafield.]
§ Damage To Playing Surfaces By Motorcycles And Quad Bikes. Council agreed that the main Sarafield gate should be locked, daily, from 23.30 hrs to 05.30 hrs. Mr. Worrall has indicated he can arrange this. [Mr. Rigby to confirm to him Council’s agreement.]
§ Debris On The Tennis Courts. The current cleaning arrangement does not provide the flexibility to maintain clean courts for their changing periods of use. Mr Worrall has indicated he can resolve the difficulty with Football Club’s own staff. [The Clerk/Mrs. Coles will advise R. Heritage to cease this duty. Mr. Rigby to confirm Council’s agreement to Mr. Worrall.]
§ Rubbish Skips. There are often three skips on the field, Scotts Landscapes’ for village grass cuttings, Council’s for its estate management and Woodford United Football Club’s for the sports pavilion. They are often overflowing, unsightly and a health hazard. The problem is exacerbated by residents “fly” tipping in and alongside these skips which are funded for specific uses. Visits from Daventry District Council Environmental Health officers have been prompted by the Clerk where misuse has been attributable but it is felt that an enclosed compound in a suitable position on the field would provide more satisfactory control. [Mr. Worrall to obtain fencing quotations for further consideration.]
C157/09 Village Centre - Learning Hub
Council and Northamptonshire County Council [“NCC”] continue to consider the renovation of the old doctors’ surgery as a Learning Hub. The Chairman reported that a large number of quotations had been received for a feasibility study of construction possibilities, assessment of the demand for a learning facility and sources of funding. They have been sifted by her, Mr. Quilter-Pinner and G. Ward [NCC] and one [£9,000.00] correspondent invited to visit the site for further discussion with these representatives and Mrs. Davison. NCC will fund this study.
