Minutes Of The Woodford-Cum-Membris Parish Council Meeting Held On Tuesday

09 March 2010 In The Memorial Hall Woodford Halse Starting At 19.00 Hrs.

C28/10 Present

P. Bainbridge, Ms. S. Barrett, Mrs. K. Coles, Mrs. R. Davison, C. Farr, H. Quilter-Pinner, Mrs. B. Rogers [Chairman] and Dr. B. Timmins.

Four members of the public including D. Griffin [District Councillor] and Mrs. S. G. Ogden OBE [County Councillor].

C29/10 Apologies

§ Apologies were received and accepted from: Mrs. H. Glanville, Mrs. H. Gowney-Hedges &

Ms. J. Irani.

§ Mrs. Coles [Vice-chairman] reminded members of their duty to attend the meetings of this Council, as representatives of the electorate, whenever possible and that where unavoidably unable to be present offer Council their apology with reason.

C30/10 Members’ Declarations Of Interest

Council received none.

C31/10 Minutes Of The Last Meeting

Council approved the minutes of its meeting of 09 February 2010 and there were no matters arising.

C32/10 Blue Folder

Members noted the items of general information in the Blue Folder and raised no issues.

C33/10 Public Session

No matters were raised.

C34/10 Parish Plan

The Chairman reported that the results of the parish questionnaire had been presented at a meeting in the Memorial Hall on 04 March 2010, where public participation had been good. The results will be printed and published, soon. She thanked those involved for their hard work throughout the process.

C35/10 Church Street, 11

Council supported Planning Application DA/2010/0173: two storey side extension.

C36/10 Station Road, 14 [lately “Floribunda” Flowers]

The Chairman confirmed that Council had received its consultation copy of Planning Application DA/2010/0175: change of use from retail [Class A1] to hot food takeaway [Class A5]. It would be considered at Council’s April 2010 meeting.

C37/10 Moravian Church, Parsons Street – Group of Corsican Pines –TPO/DA/157

Daventry District Council’s Tree Preservation Officer, had drawn Council’s urgent attention to a recent specialist report which found that one tree’s … structure has been compromised thus leaving it as dangerous … Council supported any emergency action the officer considers necessary. He had confirmed that neighbouring residents had also been advised of this situation.

C38/10 Lime Trees On Land Fronting №s 35 To 61 Byfield Road – TPO/DA/286

Mrs. Coles reported that branches now extend into Byfield Road space and are likely to interfere with passing traffic. Treetops.com Ltd recommends their crowns be raised by 2.5 meters for highway clearance. The Clerk will investigate the necessary permissions.

C39/10 Memorial Centre – Outside Lighting

Mrs. Coles recommended that the exterior lighting be upgraded/replaced to allow for safe passage of persons attending the Centre and deter misuse of the walkways during darkness. Council accepted an estimate from Paul’s Property Maintenance for £219.50 + Vat for self operating lights, subject to the retention/provision of emergency lighting at exits.

C40/10 Village Centre – Dryden Hall Kitchen

Mrs. Coles reported that the kitchen roof appears to be leaking. She will investigate further and obtain an initial estimate for Council’s consideration.

C41/10 Northamptonshire County Council “You Choose” Campaign

Mrs. Davison drew members’ attention to this scheme, which is explained on the NCC website as follows, and urged them to participate in the consultation:

… With national debt going through the roof, organizations, such as local councils, are having to look at new ways of delivering vital services for less money. As part of this, we are looking at completely transforming the services we provide by basing them on our core purpose of ‘Helping You Help Yourself.’ By using this radical new approach we believe we are putting ourselves in the best possible position to face up to the ever tightening purse-strings. Latest estimates show we will have to save around £100million in the next few years. The need to make savings this big will mean a complete and radical change to the services we provide – stopping some while completely redesigning others. And we want to do this while keeping taxes low.

And this is where the people of Northamptonshire come in because we do not believe it is right to make these kinds of huge changes without involving you. The “You Choose” campaign is being launched to make sure this can happen. The campaign will be made up of a series of road-shows taking place in the towns and boroughs across the county, which will give you the chance to video record your views on the services you most value and how you feel public money can be saved. Those of you who can’t come to our roadshows can give your views online on our website. We will also be taking part in discussions with people on social networking sites like Facebook and Twitter. Details of all these opportunities are on this website - please give us your views on how best to tackle the challenges ahead...

C42/10 Receipts And Payments

Council noted receipts and authorised payments.

C43/10 Youth Services

Mr. Quilter-Pinner reported that an application for Youth Club funding is being compiled with information & consultation being obtained via the Primary School, Amos Coaches, Facebook & Twitter. He will keep Council informed of progress.

C44/10 Operation Spring Clean

Dr. Timmins advised that the event will take place on Saturday 17 April 2010, based in the Co-Op car park. All members are ask to participate where possible and encourage other residents to help. He was pleased to say that the Campaign for the Protection of Rural England is supporting this year’s activity.

C45/10 Village Centre – Learning Hub

Council authorised Mr. Farr to liaise with Entec UK Limited on the feasibility study for conversion of the former doctors’ surgery to a new learning facility. Mr. Quilter-Pinner will also be involved on Council’s behalf when usage of the refurbished building is being considered.

C46/10 Parish Council Election

The Clerk advised that he expected to receive nomination papers, shortly, for the forthcoming Parish Council election. Completed sets should be delivered directly to the Returning Officer at Daventry District Council. Any poll will be held on 06 May 2010. The Chairman confirmed the election will be publicised in the imminent edition of WoW.
